Very good replacement option.
At a time when this type of light fixture component is becoming obsolete, it was good to know that we could actually get a very good compatible component. Being aware that our office lighting system is outdated, we were able to bring some fixtures back to life, for now. The price per unit, was lower here than through some of the major lighting and fixture vendors. Also, an easier option to install per our private electrician.

No electrician needed. Real simple and cheap
Worked perfect as a replacement for my Panasonic bathroom fan. While instructions are limited, it is fairly easy. Two wires from one bulb go into the blue, two from the other bulb go into red and one from each bulb goes into each yellow. The ground and hot go onto the back. If you trim your wires from the old ballast as close as possible, you can still fit them to the new ballast. I didn't bother with the night light.

Exactly as Described. Works Perfectly
This replaced the ballast in a Panasonic bathroom light/fan/heater. It arrived a day early, contained everything shown in the description and, thanks to its small size, fit the location of the original ballast with room to spare. As others have mentioned, it starts with a delay of about 1 second during which it powers the filaments in the two compact fluorescent bulbs, before they illuminate. I was able to use the original bulb socket wires because I cut them flush with the original ballast. If you don't do that you'll have to add splices. The original light fixture ballast wasn't grounded so I added a ground wire per the instructions printed on the ballast.

The Ballast to Replace for the Panasonic Whisper Quiet Dual CFL Bulbs
This ballast replaced the existing ballast on my Panasonic FV-11VQL4 unit.As another reviewer stated, if you have the dual bulb set up and splice the wires as close to the old ballast as possible, you won't need to to any additional splicing and just plug the existing wires directly to the new ballast.As far as the yellow wires which connect to both sockets, since you have dual terminals on the ballast, you can plug one pair of wires from one of the sockets to the front of the ballast's yellow terminals, and plug the other socket's pair to the side yellow terminals still giving you room to place the cover back onto the assembly.Good luck!
