Are the bags in 8pk same size as the 2 ok big bag size?

Not sure what you mean by "2 OK big bag size", but they are the same size as the singles I was buying at Home Depot and have worked just as well. Great to be able to buy them in bulk, especially during the spring/summer months.

Why can’t I have this product shipped to me in Washington State

I don’t know but each state has their own regulations on chemicals.

Does this attract bitting black flies?

Not exactly sure what a biting black fly is but these do an amazing job of attracting houseflies. I've never seen any other kind of fly in the bag. We hang ours around our horse stalls.
