Does this have a cancer warning on it

Not sure but it made my car smell like plastic for about a month.

Does it have to be emptied to take off when the 3rd row is needed?

Probably not because the main pockets have lids with velcro and the net's are elastic. May have to with the two in the middle but they do not hold much anyway... Too easy..!!!

Can it be hung on back of the front bucket seats ?

Not for bucket seats unless they are stationary.
