Q: What’s the max height this can lift a tablet up- so what would be the distance between the table and lowest edge of the tablet when at full height?

Completely folded the dimensions are: 3 1/2” wide. 1 7/8” high. 8 3/4 long The lowest edge from a laptop or tablet held at a 45 degree angle is 1.5” with a max of 3.5” from bottom of tablet to table top

Q: Can this support accommodate my viewsonic 15.6 inch 1080p portable monitor (vg1655)? what is the maximum height of the table holding area?

I'm using it to hold my Samsung, Galaxy Tab S5e tablet. 10.5 inches x less than 1 pound. For this device, it's perfect! I wouldn't use it with anything which weighs much more than maybe 1 pound to 1.5 pounds. With the supports spread to their widest, my tablet is about 1 inch wider, on each side. Which is fine, but for every unit of width wider, your device will also be taller, thus more top heavy. With the protective case I have on my tablet, the depth, or thickness, is right around a half inch. It just fits in the supports. So short answer, I would guess that your device will be too large for this stand.
