Is there any way to get a replacement seal? I bought this for my mother a year ago and she has been unable to use it recently.

You can try removing the seal (easy) from the lid. Coat the sealing ring with cooking oil which will help it seal. Also coat the surface of the lid where the seal seats into the lid. Then coat the pot rim with cooking oil that the seal joins to on the pot. Do this every time it is used.

Can you can meat in this cooker?

Absolutely, put just enough water to cover the meat you are cooking then add the meat, lock the cover and time it to instructions.
