Is this for kids or adults?

Both! I’m an adult male ar 225lbs and it works fine. My daughters who are 7 & 11 also ride it. It fits the 11 year old better though.

Do you think a boy of almost 13 is too old for this? He refuses to learn how to ride a bike...

There's a lot of kids of all ages riding these at our campground, so my 10 year old, 5'4 138lbs, really wanted one. When my kids were younger they started on a regular scooter learning balance and then took to the bicycle immediately.

It’s next to impossible to get a replacement part. The manufacturer would not return the call from Amazon nor answer the phone for me. In addition, it took 8 calls to Amazon before a representative would Do what I asked to do in the first phone call. They even tried to send me a replacement wheel and it wasn’t the same size weight etc. unless the manufacturer starts answering their phone, the part you will get from Amazon won’t fit.

Does this ride well on surfaces that have ridges and bumps like a sidewalk?

yes, I have 3, 9 year old boys that ride them on sidewalk and on rough paved streets.
