is the head hard and firm or is it plush like?

More plush like. It keeps it's structure very well, but it's soft enough to fold up and stuff into an backpack. It's very comfortable, kinda like a pillow surrounding your head.

is it safe for 10 year olds to go trick or treating in it?

You are able to see out of it okay,but not spectacularly. I wouldn't recommend taking this out at night because of that, could lead to a nasty fall without an escort
