Are instructions included? Could elementary kids make them?

No, this particular pack did not come with instructions on the back. I've been making them since I was a kid so I didn't need them, but for beginners, you can easily google the instructions since they're relatively simple. I think elementary kids shouldn't have a problem making them. This particular paper is the tad firmer than most though so it might a bit more difficult for kids to use.

I purchased this since it said it glows in the dark, but it doesn't. How do I make this paper glow?

Put them under the light (natural or artificial) to recharge them. I applied glow-in-the-dark glue to make sure they shine brighter. Hope that helps.

Can these paper strips be used for quilling?

Not so sure, my girl made star with it
