Q: You think this will keep new amd cpu cool?

Believe the word of this random virgin. I own one and the idle temps went from almost 60-70C to near 30-45C. RECOMMENDED totally.

Q: I have a ryzen 5 3600 and it seems the cpu cooler doesn't fit all the way on the cpu tge outer rim is exposed is the cooler supposed to be this way?

It fits, but the fit is almost perfectly thigh. You need to screw one side first and then pull it gently until it matches the other screw hole.

Q: What is the decibel level on this?

From my daily use, the level is quite low, even more than the stock AMD cooler. It doesn’t ramp up or what excessive noise while being bombarded with heat.
