Q: Is there a piece of paper that tells you how to play

No rules came with the board. I recommend checking out the great interactive tutorial at playgo.to (not sure if I can link here): http://playgo.to/iwtg/en/The basic rules are very simple, but this tutorial shows you some examples of play to drive them home, and some of the more complicated consequences of the basic rules.

Q: I would like to buy a nicer set of stones for this go set. Does anyone know what size i need to get?

I answered another query as to the existing stones. They were 0.855 inches in diameter.

Q: Go game has 19 squares per side. I count only 18 on these boards. Am I counting wrong ?

The stones go on the lines not in the squares. So in that respect there are 19 lines.
