How far down do they hang?

I did not hang them. I used them for a classroom bulletin board. But the coils hang down about 3 to 4 feet, depending on how much you pull them down. More than four feet would likely uncoil them.

The swirls with no butterflies, do they hang down by themselves? Do they need something to weight them down?

It will hang down on its own, no weight required.
