Is this battery compatible for the koogeek solar security camera model zc-ipc216?

yes. it can be use. same working voltage, also can use our this 18650x 3 7800mah battery. item link as below: https://www.amazon.com/dp/B0C462QTSW but they may need change the terminal plug. because I have not see the ZC-IPC216 battery plug, I don't know if plug is correct, you can twist the battery to your old battery plug.

Is it charged when you receive it

Yes . All of them have partly charged. so voltage will Keep 3.7V when you receive. you needn't worry if it full charged because it have protation BMS in battery, when discharge if voltage drop to 2.7V it will stop discharge to remind you they need a full charge.
