What are the differences between TPU vs. PVC models?

The only difference is the rope, the other parts are the same. TPU is a much more expensive, much more durable material that will last longer in different weather conditions, and it's much more wear-resistant. I would recommend the TPU model if you want a good jump rope that will work for years.

I'm 6 ft exactly, should i get the 9 or 10 inch?

Better get the 10 feet version, which can be adjusted to as short as approx. 9 feet. You will be able to find the right length for yourself.

Will cutting the rope to adjust for user height change its weight?

Yes it changes, but not so much. It's hard to cut though, you need a wire cutter to do that. Usually we recommend to put the extra rope inside the handle if you need some adjustment of length.
