How do you know if it’s running or not?

It runs with such mild heat and no fan it's difficult to tell. What I do know is it will dry a pair of soaked waders in a few hours. Waders that wet would take half a day to dry.

Will this dry a scuba drysuit?

Probably, if you get the extensions. Then it would be just like drying hip boots. It may work for the top half of the suit but it'd be a pain getting it on the dryer.

How long does it normally take to dry a pair of wet hunting boots?

Depends on the boots. I got mine for my wadders and they are completely dry over night. I have not dried hunting boots.
