It is covered with a waterproof PE film which can keep you away from germ and water on the toilet seat.We suggest you take it down and throw it into the trash can after use. China, I assume I could not read the packaging once it arrived

Is this supposed to come with a small utility knife/razor blade? Was odd to find that inside and was pink...?
