Can I get a fly sky micro receiver and controller 4 channel

The Flysky FS-A6 is a six channel Receiver and the Flysky FS-i4 AFHDS 2a 2.4DHz is a four channel transmitter and YES you can use them both together.

Do both sticks return to center, or does one stick have a throttle function?

The left stick serves as the throttle function and does not return to center when you push it up, the side function on the left stick does as well as the entire right stick.
