Can you store weights on the top rack horizontally?

Yes. They’re easier to get off of the top rack actually. The side ones nearly pinch your fingers if you aren’t careful.

How do I tighten the bolts? Having trouble using allen keys as there is not much room to turn.

It has a rubber piece at the end of the locknut to ensure it will stay in place, so that's why all of a sudden tightening it gets REALLY hard. You MUST use a 6MM hex wrench and a 13MM wrench to tighten. I tried other ways - like lazy ways of just using a 6MM hex and my fingers on the other side- and it doesn't work.
