are these rubber or hard plastic?

I'm pretty sure its a hard plastic. I really haven't skated since the mid 90's. Just getting back into it at my old age. Wouldn't really even know what the difference would be. They did the job and we will see how they hold up.

Will this work on a 7.75" deck?

I took mine back off they made my board turn weird

would this work for a 8.0" deck?

It's a little tall for normal skating. I used it for my old school cruiser.
