Q: What is the cardboard attached piece for?

It's a leather piece and it's to keep the buckle from digging into your skin.

Q: Can the shoulder straps lengthen to 72" or more?

They can lengthen quite a bit, but I would say 60" would be the most.

Q: Can these be used on a Toyota 4 runner to the floor

We put them in a side x side. I don't think the straps are long enough to go to the floor.

Q: Are these the latch style buckle like the pictures show? Also, do the nuts and bolts come included?

There the same as the picture I bought 2 & no hardware comes with them gotta buy them at your local hardware store
