Will it fit over a slim case?

Not sure what you mean by a " slim case" - but I bought mine for a standard IPad - and I use it without any other protectors on the IPad ( i.e. just the bare Ipad - which is 9.5 inches by 7.5 inches.) It would not work well on the smaller tablets. I use mine in kitty korner fashion.

Does this fit the 10in. Kindle fire?

Technically, yes, the strap will stretch to fit a 10" device, but it likely will be very tight to fit your hand underneath. It fits my 8" iPad mini perfectly.

Can this fit the 12.9" iPad?

No, I don't think so. It's very tight on my 10" iPad Pro.

Will it fit over an otter box?

I doubt it. But I don’t have an Otter box.
