Will this fit a 2020 toyota trd off road 18" wheel

It comes in a strip so it's trim to fit. I used it on my 20" wheels

Can you remove it if you need too?

Absolutely. But if you followed direction. Its on there pretty good. May need to take some time to remove residue. I removed one of mine because it did its job and protected the rim from a horrible parking job.

can I apply over a scratched rim?

Absolutely. That's what I did to cover up a rim rash and protect the rims from further damage.
