yes it's brand new. there is no charcoal built on the main HEPA filter. but the package does come with carbon pre-filter sheets. thank you.

Q: Do you install both pre filters or choose one?

You need both filters. The HEPA filter needs to be changed less frequently than the black charcoal filter that wraps around the HEPA filter, but I just change them both when I go to the trouble of opening up the unit.
