Can these be used in a fish tank?

I teach swimming and use these in my swim class for students to grab at the bottom of the pool. They really are very cute. They sink, so they can be used in a fish tank.

No, these toys are very solid. They are not hollow and they have no holes or cracks.

Is this BPA free, lead free, and phthalate free?
