Mine did not it would take approx 11,000 pumps to fill 1.0 litter tank , I bought a compressor , scuba shops need dot info to fill the tanks so you will need compressor or fill tank

If you bought a scuba compressor, you need to make sure to first turn on the cooling fan and then the compressor. Also, make sure to tighten the turn knob all the way to the right on the compressor so the air does not bleed out. Once the tank is full at 3,000 before you try to disconnect the tank, make sure to turn the knob back to the left to release the air pressure in the hose or pop the seal on the tank! Don't forget to let the fan run on the compressor till it cools down before you put it away or fill another tank!
