I have plastic rail covers. There is a pop out cover on rear hike but it covers front hole. How would this mount on the front side?

You simply take a utility knife and cut through the plastic cover carefully

Does this item still work if you have a Tonneau Cover?

If the the tonneau cover mounts on the inside of the bed rails then yes. If the cover mounts on top of the bed rails then no.

How can I order this in the chrome or stainless steel?

It doesn't look like they have an option on this product page to choose those finishes so either they are out or it's a separate product. Go to the Go Rhino store page and you should be able to find their chrome or stainless steel ones there.
