Will this work as personal item on Allegiant?

My stepdaughter recently completed a round trip to FL and used her bag as 'carryon' and did slide it under the seat.

Why doesnt the "dark brown" version come with a toiletry bag? if its because it suppose to be a mens/man bag? alert! men use toiletries..

I bought the light brown bag for women. It had a toiletry bag. Don't know anything about the dark brown one.
