The front grill can be removed by unhooking the three arms that hold it to the fan body. It can be tricky the first time but once you do it, it becomes easier.

Yes. This fan has a steady 'white noise' sound. On low it is softer than on the high setting. I like both of the levels. the sound seems to drown out other noises like cars going by etc.

This can be angled downwards?

Not much. It will barely point down.
