Yes you can use a 3.5mm extension.

The cable itself is part of the water sensor. When the cable gets wet anywhere it sets off the alarm. It is designed to get wet.

Q: Can I use a mini plug splitter to use 2 cords out of the unit?

I had the same idea and decided to try. Yes! It worked! I purchased a simple mini plug splitter and a second Eve Cable. Then i ran a test on each cable independently. Each cable triggered the alarm when placed in just a little puddle (¼ tsp?) of water.

Q: Can this work with android or is this useless without an ios device (iphone/ipad)?

As of today you need an iPhone or iPad. Thanks to Matter this will change next year.
