Is this tsa approved?

From what I have read this bag is not TSA approved. The side where the lap top is stored does not unzip and fold down flat.

Is the compartment for the laptop padded on both sides and on the bottom, underneath of where the laptop goes?

Not padded on both sides. Has inner pad and pad underneath. Outer side not padded but leather type material is thick.
