Does this have 2 strings you pull to create the bow ?

Yes, the "strings" are actually the thinner ribbons you seen in the image in the listing. A short instruction sheet with drawings is included. You can trim off those inner ribbons, but we like to curl them and leave them on for additional decorative effect, as shown. It's extremely simple, takes a minute or two. But there are 2 smaller gold practice bows included that can be used for additional decoration.

Is this bow waterproof

The material is pretty resilient

The sticky tape for the bow will not damage the paint on the car correct? I’m hesitant to use them.

Any overly sticky tape can damage the paint on a car. If you are concerned, don't use the supplied tape and use a high quality masking tape instead.
