Q: How many frames will it run on fortnite?

No Idea, I run more modern games on ultra settings with good stable frames. The 3070 does a great job on any game I run. So a dated game like fartnite should run quite well.

Q: Are the "Arrives" dates accurate? They say as early as 3 days from now depending on my shipping selection

With the 3070 shortages, I doubt it will ship any time soon. If they have a 3070, they'd just sell the card alone for a much larger margin than they're getting for the whole PC. They could sell the GPU for $800+ and make $300 and then sell the pc with a different gpu and maximize their profits.
