Q: Can you tether from the device with a USB C cord to a computer or router, instead of connecting over WiFi?

Yes. On the devices menu look for USB network and switch it on. When turned on the computer connects to the device via a USB Cable using the devices network directly. The feature does not work on MAC devices

Q: Can this act as a wifi repeater as well?

No, it is a portable modem device. If you have a repeater device it can be paired with your " Glocall modem" to extend your coverage net.
