Q: Is there anyway to make these make them work for a non-recessed bathroom fixture?

I would have to see the light fixture but if you are crafty anything is possible

Q: Fire retardant does the box say fire retardant on for the fire Marshall?

No but to let you as the buyer that fire retiree has been added to the cloth.

Q: Do these go inside the light cover? Measurements of each side?

They go on the outside of the light. There are magnets that hold it to the light frame. I don’t recall the size but I think they are standard rectangle drop ceiling tile size. I ended up returning them because my lights were more like shop light size -narrow and longer, rather than the “normal” rectangle drop ceiling size. Sorry I can’t be more helpful.

Q: Is this material flame retardant?

I don’t know but I would hope so going over a light!
