Our didn’t. It came ready to use.

Can we use the lights and sounds if we don't put water in it?

Yes the light and sounds work. You are not supposed to keep hitting the button that uses the water if there is none in it. It only takes a few drops at a time. The lights and sound are cool. However, My grandson loved using the water for it to breathe fog.
