Not for size 13 feet.
I bought a pair for size 11 and size 13 feet. The strap around the ankle is not long enough for the owner of the size 13 feet so returning that pair. Came nicely packaged in a clear plastic zip up bag.

She was so disappointed!
Bought these for my daughter's 8th birthday who is a size 2 shoe and they wouldn't even strap around her ankle! They were barely long enough to fit a size 2 shoes even though they say they go up to a size 4 and wouldnt strap! She was so disappointed!
