Felt sticks to felt. You don't need to use the velcro pieces, just have your child press down firmly on the pieces and they should stay well enough. The velcro stickers are only as needed, they're not required. I prefer not to use them at all.

Could this be hung using command hooks?

That’s exactly what I did. I used the Command Hooks that are for tea cups, and set them at an angle at each corner of The felt board. The board has round grommets at each corner, so this has worked well.
