Hello Sorry, the raised garden bed didn't come with baseboard/floor, we recommend that you can use flagstone to have a floor and also hold it down. Regards

Q: Is it large enough for tomato plants?

I don't recommend it for tomatoes. Only a few feet high, so definitely won't fit my tomato plants.

Q: Can you stack two of them together to make it taller?

No. Not unless you make braces to stabilize them.

You would want to use container potting soil. Also the instructions come with a great user's guide how to build the soil layers with organic matter!
