Can I use this to listen to without a license?

Yes you can, but I warn you...you'll want to get your licence. Ppl tried for 20 years to get me to get my licence...what finally lit a fire under me? A friend programmed a handheld ham to the local frequency everyone uses. I was ready to test in 3 days and tested in 5 LOL. Listening is ok, talking is better.

This radio has variable power options available, you very rarely need the 80 watts. Less than 30 watts will do for 90% of the time.

Whats the different between this device and the yaesu ft-2900r?

This is the newer updated version of the discontinued FT-2900R . The main difference is this unit has a higher output power of 80 Watts.
