Q: Can this be spray painted?

Technically- yes it could be spray painted. But if exposed to high temps- wouldn’t expect paint to last.

Q: Can this be used under an ash clean out door in the bottom of my fireplace? I don't want to use the ash door any more.

Depending on your fireplace, the ash clean out space might be connected to the air intake and blocking it off might effect how the fireplace works.

Q: Can it be cut in sections if I need to with a knife or scissors?

YES, it can be cut with a knife or scissors

Q: Is this ceramic blanket biosoluble?

I don’t know. I used it to wrap around a round smoker.
