What size woyld you say this cape is?

I don't think size is really relevant for this as it's a fancy dress accessory, you don't need it to completely cover you. I am a UK 12/14, 5'6", and it could equally have covered a tallish11 yr old or a taller/ larger woman. I wouldnt say its plus size though. (Above a uk 18/20) just beacause the proportions mean your underneath costume would show more. But you would still be able to tie it on.

how long is it and what material is it made from?

I am 5' 6" and it covers my bottom. It's quite a cheap material but as part of a Red Riding Hood outfit it did the job. I found a basket which I filled with treats and wore a white apron around my waist.

is it only the cape or dose it have a dress

Only a cape, as per the description. (They need a dress on the model or it would need to be on a different sort of website!!)

I don't have this anymore but I'm 5foot 6" and think it came down below my waist. It was a perfect outfit for world book day!
