How noisy is this cutter? Do you still need a curting mat?

No you don’t need a cutting mat. All I suggest is if you are cutting a few layers at once pin the farthest end that you will be cutting as it disturbs the fabric.

What is the vibration levels please

Very little, it is nice to cut with, I do find it a bit heavy but apart from that it feels fine
