Does this help green hair Algae in tank?

It helps all things that photosynthesis but generally plants need more then algae so it should help your plants out compete the algae - depends on the balance of your tank if you have a good light and lots of plants should help. You need to add this daily about an hour or two before lights go on. In my experience hair algae linked to light being on too long - you can get stuff to get rid of the hair algae - or get more plants or even better a co2 system

If this reduces algae, is it ok for CAE and nerite snails??

dont think it is for reducing algae but it is fine with snails.

Could this be used in soil for indoor plants ?

Probably not ....the doasage in a 90 litre tank is 1 mm ...in soil Probably half a bottle ...so wouldn't be cost effective. Try phostregen plant food ...

Is this good for carpet grass?

I tried co2 and found it made no difference what so ever. I occasionally use plant fertiliser but my plants seem to do well without. Grass seems to grow well if the temperature is right, too warm and it dies. Good luck, Kim
