Is this a powder or a cream

It's a cream. A chemist first recommended it to me when I asked for something to help with dry skin. Apparently it's used by exzma sufferers. i use it daily instead of my old beauty products. Skin feels well moisturized without being greasy. Needs a small amount rubbing in well.

Is this pot refillable?

Can you use on feet that are red and itchy and it is not athletes foot

Can this be used for hard skin on feet? Especially the heels area?

Yes, but a heel balm may be more appropriate - e.g. Flexitol Heel Balm
