Approximately how many bills will the clip hold?

I wouldn't recommend putting bills since the clip wouldn't hold the bills, and would be slipped out when putting in pocket.

A thick leather belt could stress the spring clip, but the thin fabric of your trousers won’t open the spring any more than a wad of bills. Clip it to the pants waist, bifold outside under the belt or inside for minimal visibility. Even clipped in front, you can sit comfortably. US bills folded in half will fit in the lowest cart slot opposite the ID window and not stick out; you just won’t be able to carry a really fat wad of low denomination bills.

Is it strong enough...yes...however not sure you would want to do this because the length of the clip is not really that long and could come unclipped from your pants. I think I understand what you are trying to do. It should work but exercise caution and you will have to pinch the clip every now and then to keep it tight/closed.
