What kind of tea is this? Is it caffeinated?

As far as I know, all teas are caffeinated. "Decaffeinated" tea or coffee still have some caffeine in them. This is just a nice English tea that is an enjoyable breakfast tea that I enjoy everyday. It reminds me of Earl Grey Tea.
