You should be fine. I have Note 9 with a Spiegen "Tough Armor" case and it fits in the "XXL". When I first got it, it was a bit snug but the elastic on the sides isn't that strong and loosened up quite a bit after a couple months. Now that I've had it a year, the elastic is more of a "suggestion" than anything and just prevents the holder from completely flopping open when I retrieve my phone. At a rough guess I think you could probably fit 2x Note 9 (caseless) in it and be fine. I forget that phone's dimensions and I'm not able to find info on that Otterbox. For this belt holder you're mainly limited by the overall thickness. If your Otterbox is thicker than 1 inch (~2.5cm) then you might have trouble getting it fully inside this "XXL" holder. I can't imagine the Otterbox adds that much length to the phone and even if it does by a small amount, the elastic will stretch easily enough and after a few weeks/months it'll get loose. If you need the belt loops in addition to the clip, look for other cases. The metal clip is fine, but the two extra belt loops on either side broke within a matter of days. Those loops are made of plastic/fake leather and broke at the stitching.

Size XL is suitable for all devices whose dimensions are small than 6.30" x 3.15" x 0.59" (160 x 80 x 15 mm). Size XXL is suitable for all devices whose dimensions are small than 6.69" x 3.35" x 0.59" (170 x 85 x 15 mm) If your otter box case is smaller than their size, the corresponding size holster will fit your case.
