Is it as easy to learn as the Netduma R1 Microtik ?

I haven’t used the netduma, but this is fairly straightforward. I love them.

Can i configure a vpn connection on one of these?

Yes, you can, depending on what VPN service you want to use. From v7, RouterOS supports Wireguard, as well as the usual IPSec types of VPN. OpenVPN support is not so good, with several issues which mean that if your VPN supplier uses OpenVPN, I'd steer clear. For Wireguard it's great though.

Does this support pppoe wan connection?

It does not have a built in modem, but can pass through credentials if the router supports bridge mode (ie Draytek 130 that’s a bridging only modem and not a router).
