I can't see the refills you refer to so can't give a straight answer. I just searched for "frixion refill four colour" and got the correct refills.

Yes. This is 0.5mm fine tip. I haven't tried it on plastic card. However, it has rollerball tip which will likely slide and not work on hard slippery surface like plastic.

Twist pen gentlely in opposite directions and take out old cartridge and replace with new one that you can also order of Amazon.
