Q: Can this be folded down or is it permenently in position ?

It can't be folded down. It just slots under the mattress though so it's not that difficult to tale it out.Edited to clarify - by taking out 2 screws you can fold it flat for storage, but it doesn't fold down once it is on the bed (ie for ease of getting in and out). Like I said, it is just held in place by the weight of the mattress though so it is easy enough to remove.

The rails go under the mattress and sit on the slats, the only possible issue would be if there was a mattress that sits more IN the bed frame than on and there wasn’t enough wiggle room to get it between mattress and side of the bed, hope I’m understanding the question properly!

Nope, the mattress is the thing that keeps the frame from moving. As the frame folds flat this would get in the way.
