Will i still need a pre amplifier with this splitter? Will both give me a better picture or do I just need one of them?

No, you will NOT....unless you have a cable-run from the antenna that is >100'. Then, you will need a pre-amp...but will not need the in-line amp. Pre-amps are designed to be mounted at the antenna, where there is no source power. The pre-amp is powered by the coaxial cable itself, from a power-splitter nearby a house-power source. Pre-amps are preferred to amplifiers if you have a long cable-run to your TV set, from the antenna (>100'). However, preamps need to be mounted AT the antenna.
